Professional Engineer in the States of Texas, Oklahoma, and Utah and is a Nationally Certified
Floodplain Manager.

Jim
received a Bachelor of Science in Civil Engineering with an
option in Water Resources from Texas Tech University in 1978 and continued
on for an additional year of post-graduate studies in Water Resources
Engineering.

He has conducted hydrologic and
hydraulic analyses on numerous tributaries, creeks and rivers, including
the Elm Fork and Grapevine Creek for portions of Valley Ranch, flood
control simulation on the upper 1800 square miles of the West Fork, and
flood evaluation on a 200,000-acre sub-basin of the Nile, north of
Khartoum, Sudan.

Jim has prepared many flood studies,
floodplain management reports, and flood and drainage evaluations. He has
prepared models using ICPR (Streamline Technologies,) SWMM (EPA,) and
EXCEL spreadsheets of numerous existing complex storm drainage systems for
the purpose of optimizing the use of existing facilities to aid in solving
flooding problems.

His design experience includes storm
drainage and flood control facilities, drainage remediation facilities,
erosion control features, creek channelizations, sanitary sewer trunk
lines, sewer rehabilitations, general civil facilities, water distribution
pumping, industrial wastewater treatment facilities, mass grading, and
commercial, residential and industrial land development.

Jim has served as an expert witness on
more than three dozen drainage and flooding cases on behalf of both
plaintiffs and defendants.

He is the Membership Director to the
Society of American Military Engineers – Dallas Post.
